v21 Help me understand how the white list is supposed to work

My 4K TV takes a few seconds to change resolutions so I avoid whitelists.  And with no whitelist my 2019 Shield TV Pro will do AI upscaling.  So I haven't been using whitelists.  

But for some reason I have a problem with judder on some 720p PVR recordings, thread here:

My workaround is to change the resolution to 3840x2160 @ 29.97Hz and for some reason it stops the judder.  However to be allowed to change the resolution during playback of a recording I have to add the 3840x2160 @ 29.97Hz resolution to the whitelist otherwise it isn't available.  The problem with that is once I've entered that resolution in the whitelist Kodi gets stuck there, even exiting and restarting Kodi doesn't clear it.  The only way I can get it to go back to 3840x2160p @ 59.94Hz is to remove it from the whitelist.  

So I thought I'd add 3840x2160p @ 59.94Hz to the whitelist as a work-around, that way I could just switch back when it got stuck in 3840x2160 @ 29.97Hz.  But now it does a resolution change every time I start a 1080i program from the live TV guide.  However it doesn't do a resolution change when I start a 720p program or a 720p or 1080i recording.  I've tried the GUI resolution set both to Auto and Unlimited.  

How are whitelists supposed to work?  If I have a single resolution whitelisted should it only automatically switch to that resolution if the source is in that resolution?  And if I have two resolutions whitelisted should I expect a resolution change even if the source is in neither of the resolutions?  

I've also noticed that the whitelist doesn't work on PVR recordings, is it supposed to work on PVR recordings?

You can use whitelist in Shield and AI upscaling. 

Check all refresh rates at 3840 x 2160 only:

When I whitelist 4K resolutions it causes a few second delay before the program starts playing whenever I select a 1080i source from the live TV guide.  Then it starts playing at 3840x2160 @ 29.97 Hz and after a few seconds switches to 3840x2160 @ 59.94.  These delays and resolution changes don't occur if I don't have anything whitelisted.  For me there is no advantage to whitelisting 4K resolutions since I get AI upscaling in Kodi addons without whitelisting anything.  

However, I have never been able to get AI upscaling on live TV shows or recordings.  I understand why I don't get upscaling but it is strange that 720p live TV or recordings don't upscale.  I get an AI-Enhanced not active - unsupported content message.  But AI-Enhanced works on 720p content played from an addon in Kodi.

Basically you ask how to fix judder and I tell you the solution. You ignore it and say you don't need it.

Then I guess you'll keep asking...   Undecided

I haven't noticed any juder in 4K resolutions without the whitelist.  However I do have a problem with judder in some ABC 720p broadcast recordings.  But the 720p judder doesn't go away when 4K resolutions are whitelisted.  I thought it went away when I whitelisted 3840x2160 @ 29.97Hz but it didn't, it is hit and miss.  And it doesn't go away if I whitelist 1280x720p @ 59.94Hz either which is the native resolution of the programing.

I tried whitelisting all 4K resolutions and it didn't fix the 720p judder.
