I have an Ubuntu 22.04 + kodi 19.4 server. I am trying to configure Zomboid VPN Manager for OpenVPN.
I get an error
ERROR: Cannot ioctl TUNSETIFF tun: Operation not permitted (errno=1)

how to fix the error?

It's a permission issue.  The user running the VPN manager does not have permission to create the network tunnel.  Try running under sudo.
